On the mainland radars about half the operating time is nominally assigned to Common Programmes. Since 1 March 2007 the Svalbard radar is operating continuously for the International Polar Year (IPY) and International Heliophysical Year (IHY). These data are available to all member countries. Some of this time is used for specially coordinated international measurements as decided by the URSI Incoherent Scatter Working Group.

About 600 hours for the mainland facilities and 1050 hours for the ESR is divided among the EISCAT Associates according to their financial contributions. So for 2007, Germany has rights to about 50 hours of mainland radar and 75 hours of Svalbard radar Special Programme time.
